The DoW II world builder let you decide what height to use for your map when you made a new one, for example you could have your height at ten metres above the lower limit, up to 300 metres, so that users could create vast caverns and holes in a map that wouldn't show the ground.
In the DoW III editor, there seems to be no way of making a map higher than ten metres, unless you want to do it manually via the height editor tool and make the entire map taller that way. This means you run into problems with the camera, because whilst it can have its own height adjusted, it makes no sense numerically. The camera starts at 75m high, but if I raise the ground to 40m, I have to make the camera 400m high to get a roughly accurate image of the normal player perspective.
