In my opinion, Elites are too readily available, but my concern is for the late game and not the early game.
I suggest significantly decreasing how quickly elite points can be accumulated globally. At the same time, I wouldn't want to change the current early game meta. How would this work then? The first few minutes of any game should have a relatively quick elite point accumulation called a "Mad Rush". After the "Mad Rush" is up, the elite point accumulation drastically decreases.
I also recommend the HP of all elites be increased, but only in conjunction with a decrease in the elite point gain system. This way elite units start feeling like a bigger deal and preserving them would become a bigger priority for the player.
Why is my concern for elites being too readily available more so for the late game? Because this makes games far more drawn out then they need to be and this is my #1 gripe with the current state of the game. If you have lost a good portion of the map, you should not have the luxury of regaining your elites/nukes quickly to prolong the inevitable.
