I think there is a problem with early unit and builder pop levels which is giving eldar a significant advantage economically at the upkeep threshold pop level. This affects both req and power income.
Dire avengers and bone singers are significantly less pop than the equivalent for other races.
With a three builder start eldar can build four combat units and not hit the pop threshold.
Marines will stay below threshold only with two builders if they start with two tacs and one scout
Orks are in real trouble and will exceed the threshold on their third boyz squad.
I would suggest all builder squads have the same pop of two or even zero). I realise orks could then have depleted squads with lower pop.
Avengers may need a slight increase in pop cost as well.
Alternatively raise the upkeep threshold to fifty so it kicks in at a larger army size and the disadvantage relatively less.
That would be three gretchins and the fifth boyz/shoots squad. Eldar three bone singers, four avengers and the third banshee squad, marines 3 servitors, 2 tacs, 3 scouts and the second asm squad.
Orks would still be At a disadvantage but it would improve the difference between marines and eldar.

Pop is also affected on the lategame usefullness. DA lategame are less usefull than marines(upgraded) or ork boys (scrap).
I Agree on the workers/gretchins. They should all have the same pop.
