First of all, I really liked the patch and I think relic did a great job and took a lot of feedback to heart. But (as a main ork and occasional SM player that barely has 10 games on eldar), I think not being able to relocate the webway at T1 with the doctrine is a bad choice and here's why:
There's two sides to this, the balance-side and the core-mechanic side. On a balance side, the choice was pretty good, it seemed to strong (and at that point, it was one major part of why eldar was so strong), so they made it worse.
But on the core-mechanic side, it was:
- fun to use
- required multitasking and APM
- gave eldar a more unique playstyle of having the mobility around the relocating webway
I really think they should've found another way of balancing it, other than removing that unique, fun and skill-intensive part of eldar from T1. They could maybe reduce the health of the webway or drastically reduce the shield regen, but the mobility was just a fun thing about eldar that made them stand out.
I think you should never ever sacrifice a cool mechanic for the purpose of balance, there's always another way to balance sth.
