When a few more races come out a Dark crusade like campaign with unique crafted missions for each race would be enormous. It would give alot of replay value atleast give people incentive to play each side of the story.
Multiplayer wise i would think it be the best for everyone to have a mix of DoW 1 and 2. Something that alot of people got to get used too i guess.
Hope relic dials down early escalation phases by maybe 25% 35% to be in tune with DoW 2 (more tactical but plenty of strategy and later ones with high resource rate bringing in the insane battles but still have strats play a role.
Squad leaders- make units you care about more tanky, ( maybe make it so if the squad has a leader it has the ability to experience and level up which would slightly increase it's stats. Squad leaders should be really expensive so if you get one you want to keep him alive and if he dies that is going hurt that you lost such a expensive unit.
New races- Chaos space Marines ( or necrons, I guess) with a campaign we're we get to play as them.
Conquest mode- ( Like in the dark crusade, but more in depth and fleshed out) maybe could collect wargear for your elites and level them up with skill points and skill trees to unlock abilities or passive buffs) just add some rpg elements to the game it worked great for dow 2. This mode could be separated from multiplayer and could make comp-stomps fun again, for the people that do not like to play competitively and just play to have fun.
Resources- Tone down resources gained in later exclaction phases it just become a boring spam fest of build all that I can as fast as I can because I have an obsene number of requestion and power
Sync-kills- please bring these back they were always cool even if I did lose control of my units for a bit, since I used chaos just figured the voices got him and he just do slaughter units viciously. So u was always for "death to the false Emporer!!!)
Last stand mode- heroes, wargear, leveling up, just like in Dow 2. it would be also cool to have bosses and mini bosses and be able to explore an endless dungeon kind of like the last campaign mission in Dow 3, but more I depth and fleshed out almost like a action-rpg
Elites- Tone down elites a little bit they can be o.p. if you want, but they don't need to be this over powered as they are now, or make it so your base line units don't die quiet so fast
Doctrines- Git rid of the doctrine system it was a nice try but I just don't see how they can ever be able to balance it.
Also The turret doctrine will not be o.p. maybe in the first escalation phase but certainly not in phase 2 where walkers come more into play and some one could just take 3 dreadnought doctrines 4 with the elite one if they wanted to, what is a normal dmg turrets going to do then. It will just end being another useless doctrine which we already have so many of them. It should be replaced with some upgrades in game they would have to limit your upgrades in game some how. Maybe by upgrading requisition or power genterator a certain way.
Ballance like dow1 vanilla, soulstorm factions, dow 2 graphics or more relistic to the warhammer 40k universe and a chat lobby.
I think the easiest things to add are things done well in previous games and thing that are simple and would benifit the game greatly.
Things that have slightly bigger risk should stay clear off till certain degree till testing is done. I think dow3 was a good attempt at a resurection of the dow franchise but it needs more to stay clear of dow1 and dow2 to set it apart from itself makeing the game have its own unique experience. More need to be done so this could have been achived. We cant be a sc2 and appeal on that degree to e sports i think more time need to be put to the graphics and unit customisation. Instead of copying other rts games in certain aspects! If more time was put into that area i think you would have seen far better results in achiveing relistic game a more warhammer 40k tabletop graphics and useing all the tabletop player art skills and appealing to a larger playerbase who are all warhammer 40k players. Incresseing chances of more successful game. They will emerse themself in the game which will instant improve the game playerbase and everything else will benifit.

Pretty much Dawn of War 2.5. I went back to DoW2 recently and while I love the underlying game it does feel a little bit clunky now as far as the interface and pathing is concerned. Fix up the interface, unit pathing, add some more maps, races and heroes, maybe some slight graphic improvements, throw in another awesome Co-op friendly campaign and I would be happy paying full price for that again.
I am just waiting/wishes for all full factions from Soulstorm to come out, with addition of Tyranids, or maybe a new faction. would still like to feel the thrill from the original DOW rts.

I think I'd love to see a bit more of a difference between races.
For example, more Orks per unit at lower health pools per model. Back when DoW2 released Hormagaunts and Termagants were free reinforce, giving them a true swarm feel. Orks aren't AS swarmy per se but I'd love to see a general shift with line units that isn't quite as safe. I kind of like how Dreadnoughts have been handled. They are counterable but they almost feel like mini elites.
More doctrines and more playstyles is obvious. I think doctrines added a lot to the game in terms of giving each player a way to play their own playstyle, and it's something that can be infinitely extended upon. Same with Elites.
GAMES MODES.
The most obvious one for me is more races. Launching with 3 races was more than a mistake. Sure there are more balance issues, but SM, Eldar and Orks do NOT cover your entire playerbase after 2 mainline games with multiple expansions each. There are only so many times people are going to buy the base game to wait for their favourite faction. DoW2 probably did fairly well BECAUSE it added a completely new race that was interesting to both Warhammer fans and the fans that play DoW solely. Going back to 3 is almost an admission that you want some more money for races all over again. How many times do we really have to (Or want to) buy Imperial Guard? They're a core part of the 40k universe as are Chaos.
In all it's more of a content expansion the game needs on my front. The base game is lacking any real backbone and feels like an early release. I think it would be wise to go with 2 races per expansion approach and I really hope that DoW3 has sold enough to warrant that, and if not, somebody at Sega or Relic needs to completely rethink their approach to releasing games half-baked.

Half of your proposals are just making DoW3 a Dow2.5 in my opinion.
Some are interesting, like sergeants upgrade, more damage types and armor types (or at least beeing more in line with the real weapons, yes i talk about you Lasdevs and your heretic weaponry), more wargears for squad upgrades to add some soft counters instead of rock/paper/bolter we have now.
BUT (here is the but ^^), wargear for Elites is not built in this game design, Elites are set in stone, it is up to your 3 elites to covers each others weaknesses, not wargears.
Wargears were justified in DoW2, not here. As they said, for exemple, Solaria is not a random knight, it is Solaria, same goes for Angelos, he is not a nameless chapter master, and though i would love to be able to have a custom colored captain or chapter master, i respect their choice.
And by all means, and here it is only my own opinion : no retreat button! If you want to retreat, then do it yourself, but no melee weakness/shot immunities while losing control of squads.
Dark Crusade Style Multiplayer or Co-Op SP(best would be both).
Last Stand Mode or similar wave defense style mode with building

Now this would be worth the $60 price tag not including the DLC factions. Obviously Relic's budget did not allow for this... I wonder if Early Access would have helped this game. I think it would have helped them mitigate a lot of the early criticisms.
What would be really cool is if we had a Dark Crusade Style multiplayer map. To those not familiar with For Honor or Helldivers... It's basically a large map like Dark Crusade's Single Player, except you battle in specific locations to further gain land(planets) for your faction. In For Honor it doesn't limit you to just playing your faction though... You just pick a faction at the start and all of your wins, no matter the faction, goes towards that pick.
Personally I think Warhammer 40k's universe is just perfect for that type of meta game and it would allow for "dank memes'" and great community interactions on the subreddit/forums.
As for the cover system... If the game was bigger I wouldn't give two shits about it because it doesn't make any sense to have a cover system when you have an army with hundreds of models in it. But they're kind of in this middle ground where the armies are big but not big enough to negate things like cover... They shouldn't have toed the line.
I honestly like how the game plays, feels when I play it and looks. More races, Chaos, Tau, Nids etc. Last Stand for the casual evening. Annihilation is coming so...
My ideal DOW III will be in about 2 years! Looking forward to it.
I'd like a normal rts.
More base building - proper eco system (so none of this point capture stuff) and no odd win condition other than killing all the buildings. Also no doctrines - but more upgrades (like land speeder shield as an upgrade for example). And 3 heroes buildable ingame similar to wc3:tft. (so you don't have to lock yourself in that type of decision before the game even starts - which is very anti strategic since it's blind pick)
I realize that's totally not dawn of war though.
I would just love a proper classic rts with warhammer units. :-)

DOW classic is as close as it will ever get with Relic it seems.
I would of like to see Dow 2.5 just incorporate more rpg elements.
Add wargear for heroes and a leveling system with skill trees for multiplayer ( heroes wouldn't be o.p. because you could easily add soft and hard caps to the heroes stats and the heroes in dow2 are not one man armies like in dow3)
Upgrade the graphics and unit models, rework the retreat mechanic so you lose squads more often and it inst so easy to retreat. Speed up the game play a little bit, ( DoW 2 gameplay felt a bit clunky so polish it a bit more) upgrade unit pathing and add more maps.
Add a conquest system like in Dow dark crusade, but more fleshed out where you have to take enemy fortresses, add system to get wargear for your heroes, make it more of a open world that you have to fight over against the other races and heroes.
Update the last mode to be more like a dungeon crawling mode like the last mission in the Dow 3 campaign / Diablo experience.
Update the existing races in Dow 2 with new heroes, new abilities, and new units.
Add necrons and tau to the existing races in Dow 2.

From what you want in the game sounds like a balance nightmare. Maybe they will make that happen if they ever decide to make a Total War 40k...
A return of the staple relic mechanics. A proper cover system, retreat, lower resource rate and veterancy.
A rework of doctrines and elites. The system I have in mind is more like a combination of Warcraft 3 heroes and CoH 2's commander system. Remove the ability to handpick doctrines. Have them tied to a "Commander elite" that you start the game off with that comes pre-set with doctrines. The commander will generally determine your playstyle through it's passive doctrines and abilities. The commander starts out weak-ish but gets stronger as it gains experience and unlocks abilities. Then also have "elites" that can be unlocked with points that is available to all commanders of a certain race without having to choose before the game starts. This would give the commander elites more identity in playstyle, yet make it easier to balance and allow a player flexibility with the regular elites.

What would be really cool is if we had a Dark Crusade Style multiplayer map. To those not familiar with For Honor or Helldivers... It's basically a large map like Dark Crusade's Single Player, except you battle in specific locations to further gain land(planets) for your faction. In For Honor it doesn't limit you to just playing your faction though... You just pick a faction at the start and all of your wins, no matter the faction, goes towards that pick.
Personally I think Warhammer 40k's universe is just perfect for that type of meta game and it would allow for "dank memes'" and great community interactions on the subreddit/forums.
As for the cover system... If the game was bigger I wouldn't give two shits about it because it doesn't make any sense to have a cover system when you have an army with hundreds of models in it. But they're kind of in this middle ground where the armies are big but not big enough to negate things like cover... They shouldn't have toed the line.

I honestly like how the game plays, feels when I play it and looks. More races, Chaos, Tau, Nids etc. Last Stand for the casual evening. Annihilation is coming so...
My ideal DOW III will be in about 2 years! Looking forward to it.

Technique
I'd like a normal rts.
More base building - proper eco system (so none of this point capture stuff) and no odd win condition other than killing all the buildings. Also no doctrines - but more upgrades (like land speeder shield as an upgrade for example). And 3 heroes buildable ingame similar to wc3:tft. (so you don't have to lock yourself in that type of decision before the game even starts - which is very anti strategic since it's blind pick)
I realize that's totally not dawn of war though.
I would just love a proper classic rts with warhammer units. :-)

I would of like to see Dow 2.5 just incorporate more rpg elements.
Add wargear for heroes and a leveling system with skill trees for multiplayer ( heroes wouldn't be o.p. because you could easily add soft and hard caps to the heroes stats and the heroes in dow2 are not one man armies like in dow3)
Upgrade the graphics and unit models, rework the retreat mechanic so you lose squads more often and it inst so easy to retreat. Speed up the game play a little bit, ( DoW 2 gameplay felt a bit clunky so polish it a bit more) upgrade unit pathing and add more maps.
Add a conquest system like in Dow dark crusade, but more fleshed out where you have to take enemy fortresses, add system to get wargear for your heroes, make it more of a open world that you have to fight over against the other races and heroes.
Update the last mode to be more like a dungeon crawling mode like the last mission in the Dow 3 campaign / Diablo experience.
Update the existing races in Dow 2 with new heroes, new abilities, and new units.
Add necrons and tau to the existing races in Dow 2.
That would be my dream Dow 3.

A return of the staple relic mechanics. A proper cover system, retreat, lower resource rate and veterancy.
A rework of doctrines and elites. The system I have in mind is more like a combination of Warcraft 3 heroes and CoH 2's commander system. Remove the ability to handpick doctrines. Have them tied to a "Commander elite" that you start the game off with that comes pre-set with doctrines. The commander will generally determine your playstyle through it's passive doctrines and abilities. The commander starts out weak-ish but gets stronger as it gains experience and unlocks abilities. Then also have "elites" that can be unlocked with points that is available to all commanders of a certain race without having to choose before the game starts. This would give the commander elites more identity in playstyle, yet make it easier to balance and allow a player flexibility with the regular elites.
