It's pretty long to wait for kyre. You'd probably lose the game before kyre had a chance to appear, even if he does, whirlwind destroyed your forces before kyre had a chance to strike (remember eldar is super paper without shield upgrade) So, the answer is no, you gotta get spectre and kill those WW but it's not gonna happen anyway since they died in 3 sec. Unless, if you keep your elite point for Kyre but of course, it's pretty silly to wait until 5 elite point to counter against early WW.

You cant have unit which dominate all others.
Nobody holds whirlwinds inside chargeline, so you CAN attack it by spectres. Especially 1x1 map. Distract opponent, force him to split army(for example harass or attack shield gen) and then strike his whirlwinds.
I'd try a couple of Shadow Spectres in a flanking move. Even if they're quite fragile, they can take down WWs quickly. Another option would be Warping in something stealthy behind lines with your Warpspiders and hunt them down. Using Fireprisms and a spotter is another, probably not viable, option.
All of this from a 1v1 perspective.
If they bring out solaria for the whirlwind buff, and surround all of their whirlwinds with lascannons+heroes/titans it's almost impossible for Eldar to get to them. All you can do is sit back and take it. FeelsBadMan

I'll just go for wraithblade, they have taunt which will make it easier to reach its target but their biggest problem is dreadnaught and pred.
Have you tried getting rangers with the sensing bombs, and then using fire prisms from outside of the lascannons range?
Because Fire Prisms have basically the longest range point and click attack in the game and 2-3 shots should just instantly delete a whirlwind.
Expensive, but so are whirlwinds.
Reason I say use the sensing bomb things is because otherwise a simple servitor will easily spot your rangers and your rangers will explode, if there are no servitors then feel free to just stand the rangers there.
I have to agree with fireprism as counter. Still prism is most expensive unit in game and they tier 3 not 2 like WW. And most time you won't be able to build even one. In my practice if you able to build 2+ fireprism you are already dominated enemy by orher units and use them to ovecome enemy last stand. Exeptions exist but they really rare.

I dunno- I've never found whirlwind spam to be as much of a problem ad just a whirlwind or two.
Infantry upgrades is the way to go as well. Invest in them so you don't bleed - get improved battle focus- bait out a barrage. Capitalise on the over investment into whirlwinds and push an infantry and wraith guard force.
The real issue is like I said - when it is just one or two and SM has used the whirlwinds as a stall to transition into preds.
Most usefull in this situation - hear what your units speak. They always warn you if get targeted by strike, giving you some time to react. Stil this is not panacea.

That's why I mentioned the shield, Falcon can easily kill a couple lascannon teams with its infinite hp shield up, and if they have THAT much defending then you can always use macha to time lock the enemy after they jump in and let the reapers fire, either that or use wraithguard from range to blow them up by using something else to scout.
No-does the falcon doctrine shield have an damage absorption limit (I believe it does) and if so, what is it?
It's. I noticed how easely this shield can be wiped out in 3-4 seconds. Real use if falcon it's mobile point of reinforcements and "every courner" transport. He surely can soak some damage but in real practice he don't really damage dealer and don't tank. In lore it's basically anitank unit that can be equipped with antiinfantry weapon. Well... basically only dark reapers close to their real analog. For example Specters have holo filed by default and use them to ambush enemy vehicles. And if you read more deeper their weapons fire mode based on fire prism cannon(charge+smash with single powerfull beam).
I feel like with some powerful units like that, the best counter is to prevent your opponent from getting them in the first place. Harass their nodes early, particularly power nodes, and keep an eye on your generators. Most maps are asymmetric, with one side having more exposed nodes (usually power). This will make it a harder choice for your opponent to invest power in getting them.
oh does it? Either way the thing can kill set up teams easily.
If you're really worried about it you can take Kyre over and have him work his magic, not sure if Kyre can get into the transport but if he can then drive him up, and have him grab the set up teams or the whirlwinds.

A single vyper, if you can get close enough of course, has the speed to hit their rear armour pretty easily.

The problem with vypers is they will surely surround the whirlwinds with las cannons. I tried 3 vypers to counter whirlwinds before, never again.

I feel like with some powerful units like that, the best counter is to prevent your opponent from getting them in the first place.
