So, we have 3 factions, each with unique mechanics scaling as the game progresses with both, tiers and time.
Space marines have standard which unlocks more goodies and increasing number of drop pods with tiers.
Orks have waaagh towers for some defence as well as source of scrap in early and vehicle spam in late game.
Eldar have.... a single webway connection, between production buildings at T2 and linked to actual webway at T3.
One of these is significantly underwhelming and incomparably less impact-full on your army size and/or performance.
I'd like to suggest that Eldar webways would increase in range for the FoF buff with tiers. Building webways is already a strain on economy and eldar is forced to spam them to not be punished by fragile squads, underwhelming army based crowd control leading to disparity in actual skirmishes and there is the issue of whole army being completely chained to a single area of the map during early game for optimal performance(using mobility to avoid crowd control effects, while having almost none of their own).
Increasing webway range with tiers would give eldar a bit more breathing room in T2 and T3, where webways die instantly as well as would level the ground when it comes to faction mechanic scaling, which eldar do not have at the moment-sorry relic, but allowing webways to be used as webways at T3 is as underwhelming as it gets and due to the fact that only a singular connection can be made, we don't even have the possibility to utilize this in a meaningful way during regular gameplay, so another positive thing could be re-evaluating if waiting for T3 before we can use webways as webways instead of buff stations would also go a long way.
Increase webway gate buff area with tiers to provide meaningful faction mechanic scaling to balance it against more and better ork scrap from waaagh towers and better banner+more drop pods of SM.
Allow more then one webway connection to be active at a time and reconsider allowing use of webway gates as webway gates before T3.
