I think I would have preferred a bigger change to WWG, either by removing the power cost or allowing teleport at t1 with a long channeling time while nerfing it's hp (to channeling waaagh towers hp f.e.), but an Eldar ms buff probably goes a long way too.
A thing to general patching though: I'd vastly prefer if you did more and smaller patches. I get that it's server downtime and you take your time to discuss changes, but atm you do a lot of big changes and then need to do a balance patch 2 months later again because things swung in the other direction. Just add half of the changes, see how it goes and then you can have time to adjust your other half.

I think making webway teleporting in t1 again is a bad idea - it takes away from the decisionmaking and protomes playstyles like only dire vengar fast techs. I'd prefer buffs to warrior portals units(like the buff to Shadow Spectres, still hoping for a ranger buff or maybe the banshee scream gets an active ability- it's quite annoying when it pops on generators)

Notes are also on the steam news already(Knob got nerfed in addition to what we knew already from this thread).
