At the moment I'm finding Jain Zar to be nigh on compulsory as an Elite choice. There is no better way to deal with large infantry blobs.
Other than that....I think it's down to the game. If you haven't already - try getting out a couple of spectres before the first nob squad hits the field.
Keep him on the defense. If you let him have time to breath, you're going to face a green flood.
Waaagh! Towers take extra damage while it's channeled, so if you see that, go there and destroy the buildings.Techs him down too.
Macha works miracles against Orks, freeze the army, kill the buildings.
early game
1-2 Banshees to tie them up
1-2 Dire Avengers to bail you Banshees out, and/or disrupt Shootas
1-x Dark Reapers the more the better, just keep them far enough apart.
If they're in melee, move them away, but not into your other DA.
The best tactic against Ork is DA spam. I mean, for the first 10 minutes of the game. My good friend, Spite, did managed to defeat the best Ork for this moment - Yogimanz, with this tactic. He also has nice amount of victories against myself. 6 squads are absolutely must-have, but 7-8 are even better. Banshees are crap against shootaboyz. Dark reapers are bad at the beginning of the game, because without t2-t3 shield upgrades they are easy prey for Stormboyz, Wierdboy and Trukk launches. But you need to mass them from the 7th minute, to counter possible nobz.

I'd love to see a replay of this, how those DA survived the inevitable trukk spring/weird boy bombs.
Trukks with special doctrines and Wierdboy aren't the most effective Orky troops for match-up with Eldar. The best guys are shootaboyz. You need to stop watching @babyubyu, really

Orkz dont lose tech if they lose Waaagh Towers. They just lose the tower and it's scrap generation.
I think early game you want a quick Banshee with at least 2 DA squads, maybe even a bonesinger along with your army to tie up any fast shootas. Don't be afraid to engage early, I'm talking first minutes. If they got a Waaagh tower first and try to activate it a lone banshee squad can just about take care of the tower before the ability bursts. That could be huge. If you see shootas coming use caution with banshees engaging them. Banshee silence doctrine helps, but you still need to be worried about Tonz of bombz. If you see quick lootas, then start getting more DAs and dark reapers to prepare for trukks. Keep units spread and don't over-engage.
As the game goes on, use your mobility advantage to poke points and poke/trade shield gens. Don't be afraid to trade points or gens. You have the better response ability with Eldar speed and even webway warps. You can easily dictate where Ork's army goes. Place a building or two aggressively. Don't be careless with placement, but you want a good forward reinforce point and possible warp spot. As an Ork player I've had to call off many attacks because my Eldar opponent either faked an attack that I committed to defending or saw my attack coming, ran around or warped to opposite side of map and began attacking when they knew I wasn't there. Ork's best option in most cases is to simply mass-recall.

Macha is also pretty ++heresy redacted++ essential.....its satisfying giving Orks a time out after they've waaghed by catching them in stasis.
It's like a big elf mommy telling some kids to calm down.

How do I deny scrap? I Just had a kommando wreck my base and I wanted to destroy the scrap to stop him but couldn't figure out how.

You can shoot it, but that takes time depending on the size of it.
The easier option is to bring Bonesingers along, and deny him stealth.

You can do "attack move" and click on the scrap to have it destroyed by your unit/s.
