Im starting to feel like Orks running so lean on power early game is a big factor here.
SM asm, snipers and flamer/plasma are all t1 power sink options.
Eldar to me feels like in order to survive to t2 against good players I often need to invest in webway gates, shield regen upgrade and sometimes even quickstrike (messing with it lately and its better than I thought) not to mention the power on banshee and rangers.
while Ork feels like the path forward to all their extra options such as stick bombs, boyz stun and extra hp, loota slow and every upgrade scrap gives is all tied in with their equivalent to t2 upgrade.
Perhaps the key is somehow putting some separation between ork tech and waagh towers sorta like webway gates. When I play Eldar I would love to get 3 webway gates and have them spread to cover the map straight away but it would slow down my tech path to do that.
That way if an Ork wanted to do the strat where they waagh withing 20 secs of retreating from the previous waagh and constantly hit their opponent with waagh after waagh they would have to sacrafice tech to keep that going and it would function more like an all in rush down strat.
p.s.
Possibly could be the key to adjusting scout spam as well if devs determine that it does perform too well. Could put a very small individual power cost on scouts to equip their grenade stun like 2 or 3 power per squad upgrade akin to flamer/plasma upgrade.

It would greatly help the case of those complaining about Orks if they could surpass and consistently beat those at the top of the ladder with Ork, or win a tournament with Ork themselves. If they can't consistently beat these top ork players with orks themselves, and beat them with orks, we have to assume this is a case of being outskilled.
This RTS game doesn't take a great deal of know how to play competitively and the skillsets required are relatively similar between factions. If these are really metagame players who are more skilled than their opponents and losing, and not just complaints of something they aren't adapting to, we have to ask the question: Why should they not be able to beat these players with Ork themselves on the ladder and win the tourny money if Ork is so OP?
So with ur argumentation the SM and eldar are weaker players than the orcs? So u suggest players race switching to orc to prove they are at the same skill level as orc players (Even so these orc players got like 300 games more on orc?).
Ofc orc nerfs should be made slow- no complete faction nerf pls. But i think @vindicarex proved his point quite well beating top tier players with his first orc games, even so he lacked most of the meta doctrines.
