DoW II Retribution Won't Start

The application has failed to start because its side-by-side configuration is incorrect
This is the error, here are the things I have tried:
-Fresh steam install
-Reinstalling visualc runtimes
-Reinstalling .net framework environment
-Reinstalling the game
-Installing the game from retail disc
-Fully downloading the game.
