You couldnt really create new races. In DoW 2. It was just a different skin for the GK and modded weapons that were created from scratch but thats it really.
The code exposed to modders (well, that modders accessed anyhow) was capable of defining new races. The issue was displaying them on the UI. The ELITE mod has managed this, due to a lot of poking through the UI files and replacing them where necessary. But it's not without its flaws. Scaleform was the limiter on DoW II modding in that way, not the code itself.
That said, I have no idea what will be possible here. I haven't used the CoH 2 tools much, beyond simply looking at them.
Mod tools will be great. I think you should even go deeper. Let the best of us creat skins. Tons of dow players, just love the lore and play tableboard game. Some should be just impressive if you give them the possiblity to model some skin.
Let then community vote to allow them : players can buy this with skull or real money, and creators can have money back.
I know there is moba haters, but if you decide to do this like Dota2 is doing, it could be amazing.
To the future : you decide to organize main event on dow3 : set of skin for teams is available and created for them. Communtiy can support event by buying those skins.
Myself i dont really care about skins. But I have bought them on sc2 cause i want to support it. And honestly, the more players will have to creat, the more they come. Will be like a snow ball : "hey you see this amazing skin for angelos? I want to play with it, for some times. Just for fun. Or look to this new hammer, so so Warhammer charming, want to fight with it.
The skin update that you deliver was well received, cause models were beautifull. It deosn't change the game at all, but it help the game to shine, to talk about it. DoW3 just needs that too.
PS: What about the Observator Mode !!!!!!! NEED IT! Please Kat, just a word on it. Just say : "We have hear you loud and clear, stay tuned"

Ah, okay. Still I would like to get answer from Relic staff, though they are probably busy with other feedback to even start working on a new race, especially considering how much work and time would take. Still I can dream of it, even if some dreams are unreal. But oh well.

As a guy who does some development work in Elite at this point, you absolutely could. GK was picked mostly because it cut out the hassle of creating new animations and rigging. If there was enough talent in the community, a ground-up new race is possible.
As Gorb mentioned later, the issue is with the UI moreso than the coding itself. Ironically, Elite Mod is starting to come to a point where we might be able to crack that in the next update as well haha.
Still, DoW3 mod tools will be very interesting. Echoing @Lakaoum 's post again because it is just that good. I really like the skulls for skins model he put up and gives the modders something to work towards. It's a great idea.
From what I understand Relic stated that we get mostly stat tweaking with modding tools, no word on ability to create and insert new models, anims, ets, so I wouldn't hold my breath there. Still, at least stat tweaking would be more than enough for now. And btw, we need to think about DOW III Elite team/approach ASAP if we want to save this game.
Yeah, editing stats and adding other unit's existing abilities were all mentioned. I bet if someone wanted to go crazy, they could add things in like experience gains; just use the accumulated damage to activate abilities function now but make the activation permanent. Presto, a level 2 exp increase.

Because the engine versions are different. Notably so. Features developed for one engine (after a stable release of that engine) will not transplant effectively (in all cases; there will be some overlap) to the other.
DoW III is running on major version 4.0.0, compared to 3.0.0 for the CoH 2 release. There will be some fundamental changes beyond the regular incremental changes to stuff like SGA hashing and so on.

Which multiplayer version of the game are we gona play to in the future. I mean whose balance work would it be? relic one's or modders one's?
Is relic going to keep working on it ?
Lets say you want to start a game against random online opponents. Of course they wont have the same mod installed, not the same doctrines installed and so on...
Then we wont be able to play if not synchronized. It will be hard to play a random game, isn't it?
Maybe relic is going to promote some mods? I don't know...

Very doubtful. This is one big problem i have with mods. Not everyone has the same stuff. Honestly IMO. The worst thing to happen to DoW 3 imo is. A DoW 1 copy cat mod and a DoW 2 copycat mod. This will mean that the DoW 3 community will be split in 3 groups. It is for everyones interest that the modders get together and discuss on a compromise to make just a single "elite mod" so everyone can get the same mod or play vanilla. 2 groups is better than 3 groups imo.

So please "Modders Community", I know ur going to make good stuff, cause your good at it but please work on a consensus, predominently for balance issue and everything related to it.

It looks like things are going in the right direction. Balance seems to be the most pressing concern of the game right now and that's what the devs are focusing on. The core game is good - there just needs to be more balance in multiplayer. Excited to try out the new patch when it launches!

Get in the line. I still need them to fix Wraithblades Recall misfiring when in passive charge or melee.
Oh, and, actually, DS'es start to regenerate after getting a tick-buff from any tier Standart. It's actually fixing by itself with DS doctrine being reworked.
