The unit card for the terminators says they do 40 ranged dps, where are you getting your information?
Are you assuming the dps shown is per model? Because that is incorrect, the dps is for the whole squad, it's always been like that. The whole squad itself does 40 ranged dps.
Just a note, HBDs and Terminators have different AOEs. HBDs do 0.33 of their DPS to models in a radius 5 AOE while Terminators do full damage across a line of width 5 between them and the target and radius 3 at the target. This means that Terminators will do significantly more damage than HBDs against squads.
Also interesting: Terminators have a better slow (-2.5 speed compared to HBDs' -1 and -2 after being upgraded).

Reducing their damage is an absolute no no, they can be easily killed by having 3 or more dedicated anti vehicle weapons on them.

Ranged termie is fine. Melee termie is amongst the worst elite in the game IMO (now that MadDredd and WraithLord are buffed).
