I feel the patch has resulted in Eldar being too strong once again. Tier one Dire Avenger spam now destroys Ork with equal skill level as lack of scrap availability with increased banner cost has now further nerfed the Ork early game or ability to negate or deal with Avenger shields regenerating and kiting. Eldar tier one is also too strong against most SM plays since the scout nerf as the Eldar will always be faster and have more grenades for the cost even if you mix scouts and tacticald but that's another discussion. As an Ork I also feel Farseer Macha can now easily destroy my infantry army that lacks scrap buffs due to overnerfed banner costs. Macha comes out and her Q and W just destroys most if not all infantry even if you split slightly as my army can't profit from enough scrap in time to at least stay alive to go and heal again. Weird boy has a similar ability but Eldar can easily outrun it and react but Orks struggle to do the same unless Waaghed. Hence I propose a Macha nerf too.

First of all, I do not understand what you mean by a 'banner'. If you mean WAAGH Towers, then the increase in price is not really that great. It simply diminishes the ease by which Orks used to cheese them right into the conflict resource points, reliably leaving Eldar without any options. That's a small price to pay for all the multitude of buffs Orks have got in return. Nerf to power generation affects everyone.
Second, Weird Boy's Q easily adds up to compensate for the velocity of E. His W also allows to teleport entire early-game armies into vicinity of Eldar troops, which rely on range for survival against any opponent. In my opinion, you rush your conclusions and should try different approaches to the early game with respect to recent changes before coming to a verdict.

tldr: You lost to an Eldar player and are complaining about the patch. Not much changed.. Their Tier1 isn't that great, but tbh their late game is a lot stronger than you think too if you mix up doctrines and use wraiths instead of relying on waiting for a falcon (which btw can also transport units over barriers).
Obviously in 3v3 their rush and hit-and-run abilities are negated a bit because even if you rout one player his teammate will protect his buildings and stuff, and other factions have a bit more bulk units, but I've had some success with hit-and-run recently even in 3v3s where tanks/heavy units are deployed. Done properly, Eldar can be annoying or even win the games in a 3v3 stalemate where SM palyers are just doing their meta spam of cannons and bolters. It's almost like everyone is just 'late to the party' all the time looking at what supposed streamers do.
There's things you can do for sure but if you prefer ease-of-use like most then just stick with space marine, as they have the best balanced price for efficiency ratio and very meaty elites that can take more punishment than intended. ex. Diomedes and Gabriel are basically like early 7000 hp (used to be 8000hp) elites after the patch, but many people just don't support them properly even though it's clearly op. You can even use him later and stun a 9 point elite in place. I'd say it's the tankiest and best combo in the game and has been for months.
