Have the same issue (i7-5930K, 32GB RAM, 770GTX). I am pretty sure that the shadows shouldn't look like this crappy.
I contacted the support and I got some instructions to check and give reports about my system (like dxdiag), try to delete the setting and try again, but no success to improve the shadow quality. Now since ~1-2 weeks no answer or any solution from the support, even after inquire again about that topic.
Have you guys tried the fix were you delete content of dow 3 folder in documents and restart and check to see if issue is resolved? Also pls delete all saved games.
