So Eldar have shields - yes yes nice.
Without webway they regenerate 1 per second. inside webway radius they have a reg rate of 10 shield per second, with regen upgrade it doubles to 20 per second.
Assuming a unit with 450 shields unit it would take
Without WW: 450 seconds = 7,5 minutes
With WW: 45 seconds
With upgrade in WW: 22,5 seconds
to regen completly.
If an Orc or SM looses models, he can spent the req points he has still in his account, to get his models back within let it be 1 or 2 seconds for each model.
Time is money and the base req income is round about 350 per minute that'll be round about 5 req per second. One req generator gives +60 which means one req per second more. Since most of the games you are able to at least match or even surpass the shield regeneration of eldar inside webway and without upgrade. The further the game goes, Eldar are loosing their non-existent "advantage" more and more. With every escalation phase or node upgrade it gets worse.
But why does it matter? Eldar are build as a hit and run race. The idea was, to attack quickly and pull back quicker to drain the enemy slowly. You HAVE to pull back when your shileds hit 1/4 or you risk a squad wipe. Not that they have the lowest HP of all races, since they can only use 3/4 or their shileds max or you will loose your army, their regenaration time is way too low that you could make any advantage with a hit and run tactic.
They are even forced to spent a lot of energy in webways, soul shrine and upgrade, to get the "benefit" they are build around.
To make things worse, every shield upgrade makes it even longer for eldar to get back into the game, because the time you need to get back on your feed will extend (because of more shiields).
In my opinion there must be done some tweaks like
- Webway regeneration stacks up to twice (two webways radiuses are giving twice the regenartion) or
- The regeneration increases in the same amount of the req gain of escalation or
- Make more shield regn upgrades like health/shield upgrades
- Make units regen shields while under WW effect and in combat (atm they don't regen shields when they are in combat)
