The priority must be to give them enough units and mechanics first, than you can think about how to make them more unique.
The best C&Cs, voted by the community, were RA2, amd Generals. C&C3 was not even close to being the "best C&C", because the ones I just mentioned split the community almost 50-50.
I see, people continue to say that units die too fast. Are you joking? Or maybe you are so slow that can not get the speed of the game? Look at the sc2 - units die in SECONDS. Does this an issue of players? no. the game is still popular but became boring because nothing changes among 20years.
I would say now each played game is very-very long, I would say too much long, so long that people get boring and upset of that endless something.
With that 40min matches it is not a play of minds or tactics it is the game of who gets tired firts. It is boring, people.

I mean why else do people still play AoE, DoW, CoH, SC2 and even old C&Cs.
If some units die:
In Starcraft2/ Age of Empires/ older C&Cs I would instant buy more units and relocate where I need them, can't happen here.
In DoW1 and COH I would instant fix squads and relocate where I need them, can't happen here.

Japan faction could put easy anywhere buildings, while other factions needed more time to make and move their expansions, this way Japan faction, especially on bigger maps did claim faster more resources than other factions, but still units did cost same
A casual cant rush or defeat a faction that does have more units than him
even if you didn't play with Japan, still the Air units were too fast and maps were too small to prepare vs rush
In C&C air force was never really important, yes you had some iconic Air units,
but it was really easy to deal with them, even scrin were long defeated by tank rush till they would use their airforce
suddenly you had everywhere this fast strong attacking units, the bar for skill did rise too high even for average RTS players
and small maps is self explaining why casuals cant use them
- average issues:

so you want to execute the mechanics, but the enemy is simply faster with it
