The 30% health buff has had the unfortunate consequence of making early Eldar vs SM matches extremely one-sided, especially if SM player decides (they nearly all do) to go for TM spam death blob. Because of the large health increase, it's very hard to kill a single squad of these units as any half decent SM player rotates and keeps reinforcing. Because of the health buff to TM, Jain Zar is now useless as she can't do enough damage to blobs. Striking Scorpions are useless as they are melee infantry yet their health is poor and they get ripped apart once focused down. Worst of all, Dire Avengers, because of the lack of damage and squishy health, can't do enough damage before they have to retreat, even with improved plasma grenades (countered by frag nades).
So in short, you have to play out of your skin to be on level terms against a SM TM death blob player if you're Eldar. Add to all that and you've got SM droppods, banners and later in the game, Orbital Bombardment offering instant Turret death as soon as the SM player decides to attack, having had the advantage the whole match.
This is the usual order of tactics that is extremely hard to counter:
TM death blob > Diomedes/Gabriel > Assault Terminators.
Someone please tell me how you are expected to deal with Terminators, whilst combating everything else, with Eldar's roster of units available at that time? Remember that Eldar Wraith Blades are locked behind TIER 3! So unless you sink huge resources and time into unlocking them, you'll be running from the above unit + backing army the whole match.
After having sunk nearly 100 hours into this game, I'm seriously considering uninstalling. If the developers don't care about sorting this out, I'm not going to care about loading it up anymore. There's a reason why around 50% of players use SM. Maybe it's because people like winning, so choose the race that's easiest to win with.
The usual suspects who main SM will come on here go '++heresy redacted++' but I was ranked top 75 before the patch, and considering there are 100 people that play the game regularly, that's not bad goi....oh.
