If reapers are countering your LS, you might want to actually get in range and start shooting.
Reapers need about 20 seconds to kill LS, more if it got doctrines.
LS needs less then 10 to kill reapers.
If there are multiple squads, how about you won't use fragile units against that?
Eldar have DR with true damage, because they need them for soft AT as specters are not regular tech progression unlock, but a massive side cost which delays your tech by a lot.

Dark Reaper don't really need true damage. You need spectre anyway at some point of the game. DR single target damage is low as f, doesn't matter if they have true or normal damge. Any unit mass can kill a landspeeder, they have very low HP and are not meant to take a full army by themselves. If they remove or decrease research cost of spectre im totally fine with removing DR true damage.

Their damage is still very good even without true damage.
The DPS is misleading because their damage is burst based rather than a stream of bullets. Their damage is excellent, even without true damage.
With Banshee reflect, if you charge at Dark Reapers froom max range you will reflect enough bullets back at them to completely drain their shields and around 20% of their health.
And because of the shield mechanic, reapers don't lose models as quickly as Lootas or Devastators do. Devastators lose 1/3 of their damage with a model loss and Lootas lose 1/4.

Because they would be useless without it, and would need a major damage buff if they went for Normal damage.
