So, I can't believe I haven't played this yet as I loved DOW 1 and 2. However, my initial impressions aren't great given it's quite a contrast between 2 and 3. Firstly, you don't have the same "rpg" elements as you did in 2 where you can choose what weapons/armour and special abilities your hero has.
You're also forced to play through each of the different factions. Now, DOW II gave you the choice to play through multiple if you preferred but it was on a character basis, but being forced to play each of them isn't a a selling point. I have no intention of running though ork and eldar, but alas I have no choice.
This actually makes it very hard for me to want to play, it doesn't interest me at all but why was this decided on? Did they realise it would be a limiting factor to the game or are they really that short on content they felt it was nessessary?
I still have hope that this might change, but given it's been out for almost 2 years now, I don't think it will. It's a shame really and I'll be going back to number 1

I don't think we'll ever know the reasons, but Winter Assault was always a popular campaign because you could see the points of view of different factions. That's one possible explanation.
The other is that you're comparing later expansions to a base game. Choosing your faction was only introduced in vDoW with Dark Crusade (and continued with Soulstorm). DoW II didn't get this until Retribution - you were locked into the Blood Ravens both times previously.
We might have seen additional expansions provide different campaign designs for DoW III, had things turned out differently. But that's just speculation from me.
