I leveled my Solaria up to 10, but her army doctrine is still locked :'(

I ground though multiple co op games and finally leveled my Solaria up to 10. However my Solaria's army doctrine is still locked for me 
I had two computers, so I installed DOW3 on a different computer and played a couple games to see if it is software issue, but it still remains the same. What should I do? Can you guys help me here?
