I have never been a fan of intel bulletins or these stat boosters that increase speed, armor, or lower costs of X, etc. because they would lead to specialization or worse, spamming of a certain type of unit in COH2. And while stacking thankfully has been removed, people do still stack related bulletins for a certain unit (i.e. 10% Veterancy Gain, 5% accuracy, 6% Reload Rate for Howitzers).
And I hope DoW3 doesn't have something similar to intel bulletins. I would hate to see players just specialize or spam a certain type of unit just because they randomly got a booster and see little unit composition variety.

I was never a big fan of bulletins, but never bothered much by them either - except the whole stacking thing. I'd rather see aesthetic unlocks than bulletins, personally, though it wouldn't upset me much if they kept that system. Kind of related, what do you think about unlockable wargear for elite units that serves a similar purpose? I think I might like that better, as it should provide a still less significant buff than bulletins.

Looking how DoW3 seems more precise and responsive than Relic's previous games, I doubt we'll be seeing such means that are trying to turn RNG slightly in your favor. Maybe there will be something else for that matter, bulletins that are allowing different upgrades or units to be called (besides the basic hero pickup). But we still don't know anything about MP, so we'll have to wait for its demonstrations and blogs.

That is a very good point. I'm getting the impression hit chance isn't going to be a thing at all. If bulletins do exist, I suppose they would not be RNG related.
