I have had an improved AI mod for DOW2 for quite some time. It was previously hosted on the relicnews forums which are sadly no longer active. The AI mod is maintained at a moddb page.
I have just updated to version 2p12 as version 2p11 had a bug in it.
The mod improves the following features:
1. AI will now upgrade squads
2. Improved tech tiering
3. Improved jump and teleport behaviour - big difference to games vs eldar warp spider and mekboy
4. Improved (vastly improved) retreat
5. AI will suicide attack into base less often
6. While still being overall more aggressive
Sadly I cannot fix the following:
1. Calling in terminators (the AI spends its red on other stuff instead)
2. Calling in IG bunkers
3. Calling in IG hevay turret
4. Calling in web way gates
(apart from the first these are all structures that the heroes build rather than just call in and i haven't solved the magic switch that makes them do this)
5. Lastly I can't solve the AI not being an adaptable human who can reliably beat you
