I guess that really comes down to what you consider a MOBA.
DoW 3 has at a minimum 3 structures (shield generator, turret & power core) that need to be destroyed. 1st shield generator before turret can be attacked then turret before power core can be destroyed. Mainly these really seem to be added to stop early cheesy rush tactics.
It has 3 elite units you take into a match that have multiple abilities but they don't lvl throughout the match and they need resources before they can be deployed.
But you still build a base & control a larger army that you tier up throughout the match. Also you still need to fight over resource point spread throughout the map. Overall it looks to be more of a DoW 1 combat with DoW 2 heroes (elite) added in. Also I have heard some people mention early game feels alot loke DoW 2 with the small number of units & that you don't want to lose them.
Well I guess that sounds pretty good. I thought it might end up being a LoL clone.
No offense, but I highly doubt you're a businessman.
And I'm not just thinking about it as a fanboy, but as a consumer looking at it from the middle. I just honestly think that if the devs of 40k games gave us the various awesome sub-factions or chapters, it would not only give us the players a better more fun game, but it would also make them some money as well. I mean this kind of stuff would be the perfect way to make DLC.
People seem to complain about various parts of a chapter not being present, or a color scheme is slightly off, or something. Be patient. 4 of the major factions didn't even make it into dow2.
Not ever chapter needs something special. That over complicates balancing the game.
I don't mind sub chapters and factions if it's doable, but expanding the current races while there are so many major ones to add doesn't seem right.

Or go into the red because the fans of those subfactions are so uncommon compared to the main ones that they lose money on it.
Meanwhile, everyone who wanted to play IG, Chaos, Dark Eldar, and so on gets nothing at all. I'm sure consumers would much prefer having one of those in over an existing faction with one or two gimmick units added.
