Releasing Phoenix Lords is a genuinely considerable element that bears a colossal potential. They are the great incarnations of Warriors, their legends eclipse the stars, they are half-gods. Making such unattainable incarnations should keep a striking diference in power to common warriors. I hope all, even the smallest subtleties will be observed, after all, Phoenix Lords are the greatest Eldar warriors, their sublime symbols. Incidentally Jain Zar's mask emits much more piercing warcry, than standart Howling Banshee mask. Jainas Mor - "Slient Death" especially shined graceful and airy.
Jain Zar deserver high evaluation. I'd like to behold another Phoenix Lords, who will appear in the hour of need.

Yeah, because they "resurrect" them by sacrificing another Eldar. Why do they not just do that all powerful Eldar? Why only Phoenix Lords?

They do. A similar though not completely identical process is done with Exarchs and also with the Avatar of Khaine.
Wraithlords are also animated by the souls of powerful Eldar.

Only with Phoenix Lords/Ladys and the Avatar.
An Exarch is just trapped on the path he had chosen.

The suit of an exarch contains the soulstones of all previous exarchs to wear it. When a new warrior puts it on, their own soul mingles with those of it's previous exarchs, which effectively means the new wearer knows and has the skills of every previous exarch to wear the suit. The wearer also takes a new name when they become exarch, likely the name of the first Exarch that wore the armour.
It's not as complete or as literal as a Phoenix Lord resurrection as the Phoenix lord completely overpowers the wearer and they effectively 'become' the Phoenix Lord. It is similar though, and I would certainly call it a sort of resurrection as they make use of the experiences and knowledge of previous users to continue the fight.
I think they only use dead eldar heroes to animate wraithlords and wraithseers because it's the only way they really know how to do it. As advanced as the eldar are, they may now simply lack the knowledge to reproduce the Phoenix Lord process. It also needs to be remembered that becoming a phoenix lord is not exactly a desirable thing, as your personality is completely obliterated as the Phoenix Lord takes over. Sucky as it is, it's preferable to go the wraith construct route.
