when you see your wraithguard/blade unit about to die, you can double tap 'Q' - soul recall. this recalls them instantly to your nearest infinity portal where you can reinforce the squad and bring them back into battle.
you can only recall if you have a charge available at the infinity portal. the soul shrine upgrades increase recharge speed of the soul recall charge, and doubles the number of charges it can hold to 2.

With one infinity portal and one charge in it you can recall one squad of wraith units. If you get the upgrade to increase the number of soul recall charges to 2 charges per infinity portal, you can recall 2 squads.
If you want more than two soul recall charges you need to build more infinity portal. With the soul recall capacity upgrade each infinity portal will give you 2 charges but they don't start with any charge. That is where the soul recall charge cooldown comes in. If you have 6 wraith units(wraithguards + wraithblades) on the battlefield, you will need 3 infinity portals with 2 soul recall charges each to be able to recall all six squads.
At any given time you can see the total number of soul recall charges you have in the info card of a wraith unit.
While wraith units are powerful eldar mech units, they require good planning to use effectively. If you send out a bunch of wraith units without sufficient soul recall charges, you can easily loose them if you get caught in a bad fight since they are so slow and wraithguards are useless if they get tied up in melee.

Double taping Q with a wraith unit(wraitguard or wraithblade) selected will send that unit to the closest infinity portal. I have a more detailed explanation about soul recall in my previous post.

while i haven't built mutiple infinity portals that sounds right in theory.
I find that the cost of all those upgrades and extra portals - you can build more units. Also remember reinforcements cost req/power. I find it usually cheaper to just build more squads/wraithguards to replace the ones damaged. but occasionally if you watch the unit bar on the bottom and see that one of units is getting whittled down fast, u can click it and double 'Q' - soul recall - and save yourself about 100 req and 100 power (i'm not sure how much it costs to replace 2 of the 3 in a wraithguard squad).

I have tested the soul recall mechanic in game and that how soul recall works. Reinforcing a squad is always better than building new squads because it is 25% cheaper to reinforce a squad and it is also faster to reinforce a squad than to build a new squad. If you have three wraith squads you reinforce instead of building again, you have already saved enough for a new squad.

Yes but are you accounting for the cost of +2 Infinity Portals, the Soul Charge upgrades, the Soul Recharge upgrade? That's like 800 req and 800 power (just estimating). You could just field x3 Wraithguard more and probably have won that battle and saved 5-10 minutes of game time.

Wraithguards are easily countered by assault marines, bonesingers, nobz and boyz thrown out of trukks. Fielding more wraithguards does not equal an easy win.
Here are the actual numbers
Extra infinity portal 350 req 100 power
Cost of increasing soul recharge capacity to 2: 100 req 75 pow
Cost of increasing soul recharge speed: 100 req 75 pow (doubles recharge speed)
Total cost with extra inf portal and soul recall capacity: 450 req and 175 pow.
Total cost with extra inf portal, soul recall capacity and soul recall speed: 550 req and 250 pow.
Advantages of soul recall upgrades: Easy escape from bad fights, use easy escape more often
Advantages of extra infinity portal: If you loose your wraith units, double the production speed. You can have up to 4 wraith squads with easy escapes.

if you are bringing out wraithguard in a scenario where they outnumber you or have equal quantities of ASM or other melee units you haven't been executing a Wraithguard strategy. Let's say you have a wraithlord with you. He negates just about all the units you mentioned as well as 2-3 squads of banshees - if they have anything left up to that point. Usually by the time I deploy Wraithguards it's to speed up building killing. Rift doctrine insures they can take out ranged infantry and you do need a counter for some melees. staggering units around the battlefield also works.
I've supported Wraithguard with just about everything, rangers, shadow spectres, but Wraithlord (thematically and ingame) is a great support. If you have a level 8 Wraithlord you can use the level 1 teleport the wraithguard to your location, and if you have webway you can plant one next to your wraithguard and they can just teleoprt back to wherever you've linked it.
I'm just saying there's more ways to win with Wraithguard than just soul recall. I find it useful, but i think 550 req/250power could be spent on vehicle weapon upgrades 1 and 2 for example. It's a matter of timing.
In a long 3v3 for example where you have like 5000 req and 2000 power, sure why not. Good tip. thanks.
i just discovered the Wraithknight elite doctrine at lvl 1 - soul recall doesn't use charges when Wraithknight is in play. this is one way you can save on cost as well.
How long does it take to recall? I don't think I've ever used it successfully? I just watch my units die as they stand still preparing to teleport to safety. :-(

From my personal tests in custom games, soul recall ability is instantaneous. There are certain status effects like knockbacks, silences, stuns etc that can interrupt it if these status effects happen the instant you double click Q. There are factors like server latency and your ping that can influence the soul recall interrupts.
There are two cooldowns associated with soul recall, one is the soul recall charge cooldown at each infinity portal you have built, which is approximately 180 seconds without the upgrade(90s with upgrade) and another is the 45 second cooldown on the ability itself on individual wraith units. If you do get interrupted in the middle of soul recall, the ability will go on cooldown. Even if you have soul recall charges remaining at any infinity portal you will not be able to recall that unit.
As @Galahad2017 said, if you have the wraithknight deployed, the soul recall ability does not consume any charges, but it will put the ability on cooldown when activated.

sadly this is not true anymore, reinforce cost per model the same as buying a new unit.
