Also the article repeatedly asserts the superiority of their devtesters, calling them "maestros." It's obnoxious because the game's balance in 1v1 is actually pretty bad. I would love to see their so-called "experts" play against top community players.
With the recent threads of frustration that people have been posting, I feel like, "TIPS FROM THE TEAM" was meant more as in innuendo for (in the eyes of the community) how Relic screwed the customer... haha
Im not complaining i just find it wierd that they post that after everyone starts talking about balance and then they say that every unit has its porpose and situation and that they arent the backbone of your army.
and im pretty sure thats referring to all the SM crying about eldar and Tacts.

Are you saying they should not give those tips? From some of the 3v3 games I have played those tips are very very relevant. Or are you just reading some hidden meaning and insult into their generic tips for new players? What am I missing?

It really sounds like you are just trying to pick a fight. They already stated that Tactical Marines need a look because they aren't being used. I'm sure that Relic isn't trying to teach the high tier players, whatever that is at this time rofl.
The bad to average players won't be held back by balance issues by a crazy degree. Getting better when you aren't at the top of your game always is the solution to overcome balance. Obviously not the case if you are at your peak. So this advice isn't awful.

Alot of us waited more then 3 years for a dawn of war game and then this comes out, no my Problem isnt that you can check my Profile im a good SM player if i may say so myself.
But i just dont like the fact being tied to a stupid Meta in an RTS game and having to rush most of my games vs eldar players and win that way becuse its Impossible to fight against eldar.
Thats just a simple fact you cannot fight an eldar head on and the worst part is if that eldar is good he will ofc use that to his advantage and as an SM there is nothing you can do.
And no you seem to have a rather strange Ideology but even if you are good playing vs a good player in dawn of war 3 you can really Notice the difference from one race to the other.

Hey man, I'm not saying you aren't at your peak. I'm speaking generally so sorry if that came across incorrect. You're reading too far into the tips in my humble opinion. They are good tips which are clearly beneficial to players who aren't all that great (or yet). Balance issues mean sqaut at the lower levels of play so any tip is worthy if it's not incorrect.
Hmmmm I don't know what to think of it. It seems that they have a different point of view of how the people are playing the game at some points.

Nope they don't. Noone does that, because it's a waste of ressources. They only building Gens and Listening Posts.

Good lord, the sensitivity and what almost appears to be intentional ignorance of people is incredible. Relic doesn't release a specific tactical guide catered to the people trying their absolute hardest to top the nonexistent leaderboards, instead generally providing a guide to try to help new players overcome the general strategic obstacles of a difficult RTS, and we get rage threads.

I'm guessing they mean building generators. If they try to get economically ahead by building generators in advanced positions, then there's a period where you can catch up. If they don't, then they aren't really getting much further ahead economically unless you went and lost the entire map and they already had a few points built up.
I don't think they mean actually spending resources on the "upgrade" upgrade.
Im glad this didnt turn out in a fight, now we can discuss the tips they gave us like @Codex_Astartes stated above.

and alot of eldars rush your Points near your base and build them there since they know you cannot counter that until you have your ASM at least thats happend to me alot of times and its really annoying.
