The damage value of the Moving Bolter is now 4.01
So its actually 0.01 more damage than the Standard Bolter. The intention seems to be to compensate the 0.001 cooldown the Moving bolter comes along with when Tacs are standing still.

Normal Bolter:
4.00 damage / 0.500 sec = 8.00 dps
Moving Bolter (not moving):
4.01 damage / 0.501 sec = 8.00 dps
Moving Bolter (moving):
4,01 damage / 1.00 sec = 4,01 dps
So basically you deal (slightly more than) 50% damage when moving.
Imo one of the strongest doctrines Sm have right now.
