I thought maybe it was a bunch of hormagaunt skulls for a bit, then I realised that it's probably the skull of some lizard from Nocturne. Not big into Salamanders lore but I'm vaguely aware of things like drakes and stuff they have an obsession with.
Or maybe I'm wrong and it's a tyranid skull. But the headhunter Gorgutz skin seemed to have a carnifex skull on it. I'd imagine its more because it looks cool and the devs are fans of the 40k universe rather than it being a teaser for anything in particular.
You mean the green thing/s below the banner? Doesn't look like a Genestealer skull to me, unless you have a better picture of it? Looks like some kind of lizard skull.

I just realized something.HOW on earth is possible to change from space marine to a primaris space marine? Primaris chaplain Dio?Really? O_O
What is this?
Let's just skin over our problems.
THE CODEX ASTARTES DOES NOT SUPPORT THIS ACTION.THIS MOVE HAS BEEN DECLARED HERETICAL BY INQUISITOR EISENHORN HIMSELF.IT NEEDS TO BE PURGED FROM IMPERIAL SPACE!
The primaris space marines can be upgraded from regular space marines, that was one of the driving points behind them. And seeing as how the Blood Ravens are still a devastated chapter, what with losing half their chapter in a civil war, nid invasion, and ork invasion...now they lost a few companies in the DoWIII campaign...they're prime candidates for primaris upgrades. The primaris upgrades are far more forgiving and allowing for lower rates of rejection, Diomedies was likely upgraded from a further point in the story that we don't know about yet.

No its a hive tyrant skull

I didn't noticed that. Interesting.
Edit: if you're talking about the head on the top of the pole it seems like a generic dragon-thing's head to me. meh.

In a recent post of @satan6666666 puts some images close, among them is this:

They are Tyranid skulls, but they are part of the decoration:

Well there it is. Nothing to get excited about unfortunately. Necrons/Chaos would do just fine, thanks

What is a coincidence is that the same dragon has had such bad luck to meet the orks ...
... And that the tyrants also had the bad luck to meet the Orks.
Maybe it's the fashion of the 40k universe ... To have a head of Dragons and Tyranids.
Seriously now, chance does not exist ... Something is cooking and not a dragon.

I am more optimistic and I think that you can have a mistake ... Two is already premeditated.
