There is no "character system" (dunno how to name correctly) in DoW III, like in DoW II. But there is elites.
I won't arguing, what's bad and what's good. I just wonder, why there is so few characters from previous parts among SM elites?
Macha, Ronahn and Taldeer as knight rider (yay, references) among eldar elites. Seems like that's all, who could be here, counting conditions. That's all right for eldar.
Orks... Here it seems all right too, counting their staff turnover.
And here we got space marines. Gabriel Angelos, Jonah Orion and Apollo Diomedes. It would be all right, but: you introduced rather a lot of characters in DoW II, which could be fitted in elite squads. Tarkus as sergeant of terminators, Thaddeus (supposing he is still alive) - assault termies, Thule (same thing as Thaddeus) - venerable dread.
How was such opportunity missed?

Because Eldar are the protagonists of this game.
Thaddeus went off with Commander Hairgel on a penance crusade or something for being tempted by Chaos in Chaos Rising
Tarkus became the Ancient in DoW2 Retribution and not sure where he went after that

Martellus and the Apothecary dude died in Retribution/Chaos Rising I think (I would have loved a techmarine in DoW3 though.)
Avitus is the traitor.
Thule I think technically dies in the Eldar Retribution campaign (which should be the canon campaign leading into DoW3 based on Taldeer's Soulstone and Ronahn)
