Are you opening the .mod file? From that screen click File -> Open and find your .mod file. For example here is what mine looks like
Attrib/Attrib/yourmod.xml is what the attribute editor opens and how it saves all your changes.

i don't have other mods ATM but this mod worked for the past 20 times so i don't know why it isnt working now?
If you've been able to build it before it is indeed strange it is not working now.
Try opening up the Attribute Editor and then clicking on File --> Utils --> Raw Save. Then use Build --> Rebuild and see if that works.
i tried it and it didn't work.
Wanna double check under Tools --> Options that everything is pointed to the right place? Game files and mod tools are the two important ones.
i just checked and the tool path is blank, how do i put it back?
Click on the "..." button on the right side and navigate to where it is installed by steam. if Steam is on your C drive it will look something like C;/Program Files (x86)/Steam/steamappas/common/Dawn of War III Mod Tools
